It acts as a binder by slowing down the oxidation of the liquid components of the bread. It appears in liquid, granular or powdered form. Gluten on the other hard is responsible for the elasticity. Too much of it will make your bread tough and rubbery. Meanwhile the oats add crunch helping the bread achieve its desired appearance during the browning process.
